Localization of 600 professions in Saudi Arabia: The future of skills and Vision 2030

The Saudi labor market has witnessed radical and historic transformations thanks to the accelerated Saudization initiatives launched by the Ministry of Human Resources and Social Development. These initiatives have contributed to an unprecedented qualitative shift in the structure of the national workforce. Today, the equation has completely changed, with Saudization initiatives expanding in recent years to encompass more than 600 professions targeting male and female graduates across various fields. Official statistics have demonstrated tangible results reflecting the positive impact of these policies, with the number of Saudis working in the private sector rising to over 2.5 million citizens, according to the latest indicators.
In a related context, the participation of Saudi women has recorded the largest growth in the history of the labor market, after it jumped from 23% in 2019 to more than 35% currently, in a clear indication of the size of new opportunities that have become available to national cadres in various economic and developmental sectors.
Focus on the knowledge economy and digital skills
The impact of these decisions was not limited to increasing the quantity of employment, but extended to the quality of jobs and sectors that citizens choose to pursue. The new policies have opened up vast opportunities in modern pathways belonging to the "economy of the future." This transformation has enabled a large segment of young men and women to secure jobs built on advanced digital and cognitive skills, keeping pace with global shifts in emerging technologies.

These decisions had a direct and decisive impact on reducing unemployment rates in the Kingdom. Expanding job opportunities and directing them towards qualified Saudi nationals accelerated the entry of job seekers into the private sector, resulting in a decline in unemployment to unprecedented historical levels. Specialized programs launched by the Ministry in cooperation with relevant entities bridged the gap between required skills and market needs, thus accelerating graduate employment and improving the efficiency of skills matching processes.
Implementation mechanism and support for the private sector
Localization decisions are based on comprehensive studies that consider the nature of the labor market in the targeted professions, the number of job seekers graduating from related disciplines, and those currently studying these disciplines, as they represent a future workforce that will enter the market in the coming years. The private sector's capacity to absorb national talent is also assessed to achieve a sustainable balance between supply and demand.
In order to regulate the implementation of decisions, the Ministry is keen to grant establishments grace periods between the announcement of the decision and the start of its implementation, in addition to adopting a phased implementation mechanism for some decisions, so that localization rates increase gradually, allowing the private sector sufficient time to comply with the requirements and complete its operational readiness.
The ministry has allocated an integrated package of incentives and support measures for private sector establishments, starting with supporting recruitment, training and qualification processes, and extending to enhancing job stability, while providing priority access to the programs and services of the Human Resources Development Fund “Hadaf”, which contributes to reducing operational costs and supporting the sustainability of localization.
