The Saudi Data & Artificial Intelligence Authority (SDAIA) has strengthened its advanced technological presence within the “Makkah Route” initiative in the Republic of Côte d’Ivoire by launching a fully integrated digital system at the initiative’s terminal in Félix Houphouët-Boigny International Airport in Abidjan. This step aims to enhance the efficiency of services provided to pilgrims and facilitate their spiritual journey from the moment they depart their home countries, reflecting the Kingdom’s commitment to harnessing the latest technologies to serve pilgrims.
Background and strategic objectives of the Makkah Route Initiative
The Makkah Route Initiative is one of the pioneering initiatives of the Saudi Ministry of Interior within its programs to serve pilgrims, falling under the umbrella of Saudi Vision 2030. Launched in 2017 (1438 AH), the initiative aims to revolutionize the Hajj experience by streamlining entry procedures for pilgrims arriving in the Kingdom at their home airports. These procedures include issuing electronic visas, verifying biometric data (fingerprints and facial recognition), and tagging and sorting luggage. Upon arrival at King Abdulaziz International Airport in Jeddah and Prince Mohammad Bin Abdulaziz International Airport in Madinah, pilgrims are transferred directly to dedicated buses that take them to their accommodations, while their luggage is delivered directly to them by the relevant authorities. This eliminates long waiting times and ensures a smooth and comfortable arrival experience.

The Saudi Data & Artificial Intelligence Authority (SDAIA) plays a vital role in the initiative's success by developing and operating the technological infrastructure that connects all participating government entities. SDAIA has built a unified platform that ensures the accurate and seamless flow of data between the Ministries of Interior, Foreign Affairs, Health, Hajj and Umrah, the Zakat, Tax and Customs Authority, and the General Authority of Civil Aviation. The digital system operated by SDAIA in Côte d'Ivoire is responsible for implementing the technical procedures for pilgrims, including verifying their personal data, registering biometrics, and issuing Hajj permits electronically.
