The regulations stipulate deterrent penalties, including:
- A financial penalty: not exceeding ten thousand Saudi Riyals.
- Imprisonment: A term not exceeding one year.
- Combining the two penalties: It is permissible to combine imprisonment and a fine, according to the assessment of the competent authorities and the extent of the violation.
Obtaining Zakat or guarantee funds unlawfully is considered a crime that falls under the category of "embezzlement of public funds," which necessitates the recovery of the disbursed funds in addition to the application of legal penalties.

This tightening of measures comes as part of the activation of the enhanced social security system, launched in line with the Kingdom's Vision 2030. - Submitting an appeal: Use the "Payment Appeal" option available through the Ministry's electronic platform.
- Financial complaint: If the previous steps have been exhausted without success, a formal financial complaint must be filed through the system for manual review of the case.
