
Real estate registration begins for half a million properties in Saudi Arabia
Launch of a new phase of real estate registration
In a strategic move aimed at regulating the real estate sector and safeguarding rights, the General Authority for Real Estate will begin its property registration , Sunday, June 18, 2026 (corresponding to Muharram 3, 1448 AH). This major phase targets the registration of approximately 459,517 properties located in key and vital areas, including Riyadh, Mecca, and Medina.
General context and historical background of real estate sector development
Historically, real estate documentation in Saudi Arabia relied primarily on paper deeds and written descriptions of properties, sometimes leading to overlapping ownership claims or boundary disputes. With the launch of Saudi Vision 2030, the wise leadership prioritized the governance and digitization of the real estate sector. These efforts culminated in the issuance of the Real Estate Registration Law and the establishment of the National Company for Real Estate Registration Services (Real Estate Registry), with the aim of building an accurate and reliable real estate database based on precise surveying and geographic coordinates. This represents a qualitative shift from personal registration to real estate registration, which links ownership to the property itself, not to the individual.
Neighborhoods included in Jeddah Governorate
Jeddah Governorate witnessed great interest in this stage, as the in-kind registration includes 152 residential and commercial neighborhoods. - At the local level, the system aims to officially and definitively document ownership, linking the property to its precise geographical location on the map. This procedure protects the property rights of citizens and investors, and virtually eliminates future disputes related to boundaries and areas.
- At the regional and international levels, this regulation contributes to raising the level of transparency and reliability in the Saudi real estate market, which positively impacts the Kingdom's ranking in global real estate indices. Furthermore, a secure and well-documented real estate environment is a key factor in attracting foreign direct investment, thus supporting the national economy.
Deadlines and late penalties
To ensure the smooth operation of the process and the achievement of its objectives, the General Authority for Real Estate emphasized to all property owners in the designated areas and neighborhoods the importance of adhering to the specified registration deadline. Owners have been granted a 90-day period to complete the real estate registration procedures for their properties. The Authority clearly warned that delays in registration within this period may result in hefty fines of up to 100,000 Saudi Riyals, thus urging everyone to expedite the documentation of their properties to protect their rights and avoid penalties.
