This growth did not occur in a vacuum; rather, it is a direct result of the strategic plans adopted by the Kingdom within the framework of "Saudi Vision 2030," specifically through the "Human Capability Development Program." Historically, Saudi Arabia has sought to transform from an economy primarily dependent on oil to a sustainable, knowledge-based economy. To achieve this, massive investments have been made in higher education infrastructure, curriculum modernization, and the promotion of a culture of innovation and scientific research, paving the way for these statistical leaps documented by UNESCO.

According to the report, the Kingdom recorded an enrollment rate of 83.88% in post-secondary education for 2024. Most notably, it achieved near-perfect gender parity at 1.01, with the total number of university students reaching 1.57 million. The report also showed a narrowing of the gender gap in university education from 20 percentage points in 2006 to just 5 points in 2022, with the gap expected to disappear entirely by 2024, although there was a slight increase in the number of female students.

At the international level, the report reviewed the development of the Custodian of the Two Holy Mosques Scholarship Program, which currently includes more than 56,000 scholarship recipients. In a move that enhances the Kingdom's soft power regionally and internationally, the number of beneficiaries of the "Study in Saudi Arabia" initiative has reached 200,000 international students.
