These changes come within the context of major political transformations Yemen has witnessed since the transfer of power in April 2022, which saw the formation of the Presidential Leadership Council, headed by Dr. Rashad al-Alimi and comprising seven members representing various active forces on the ground. The council was established with the primary objective of unifying the military and political efforts of the parties opposed to the Houthi group and ending the division that has negatively impacted the performance of the legitimate government for many years.

The Ministry of Defense is considered the most important sovereign ministry in the Yemeni government due to the ongoing war. Over the past years, the ministry has faced significant challenges, most notably the issue of "ghost employees" on payrolls and the difficulty of integrating the various military formations under a single command. Therefore, changing the ministry's leadership is generally interpreted as an attempt to inject new blood capable of implementing the outcomes of the Joint Military and Security Committee, which aims to unify military doctrine and regulate field operations.

Regionally, these steps are supported by the Saudi- and Emirati-led coalition backing the legitimate government, as reforming the military institution is seen as a prerequisite for achieving stability, whether through military victory or by strengthening the legitimate government's position in any future UN-sponsored peace negotiations.
