Kirill Budanov appointed as Zelensky's chief of staff, succeeding Yermak

In a pivotal move reflecting a strategic shift in the Ukrainian leadership, President Volodymyr Zelenskyy has officially appointed the head of military intelligence, Kyrylo Budanov , as the new director of the presidential office, replacing Andriy Yermak, who left the post amid a storm of controversy.

The announcement came on Friday via the Ukrainian president's social media platforms, where Zelenskyy stated: "I met with Kyrylo Budanov and offered him the position of Chief of Staff of the President of Ukraine." The president explained that the current stage requires greater integration between the security and diplomatic tracks, noting that "Ukraine needs to focus more on security issues and the development of its defense and security forces, as well as on the diplomatic track of negotiations." He expressed his confidence in Budanov's ability to achieve the desired results thanks to his specialized expertise.

From the shadows to the political forefront

Kirill Budanov, 39, enjoys an exceptional reputation in Ukrainian and international circles. As head of military intelligence (GUR), he was seen as the mastermind behind a series of daring and high-profile operations deep inside Russia and the occupied territories since the start of the full-scale invasion in February 2022. His move from leading intelligence operations to managing the president's office reflects Kyiv's desire to place a security-minded approach at the heart of political decision-making, especially given talk of approaching crucial negotiations.

In his first comment, Budanov accepted the new challenge, describing it as an “honor and a responsibility,” and affirming his intention to focus on “highly sensitive issues of strategic security” at this historic moment.

The end of the Yermak era and the challenges of corruption

This radical change in the leadership hierarchy comes after the resignation of Andrei Yermak last November, following a search of his home as part of a wide-ranging corruption investigation. Yermak was considered the most influential figure alongside the president, often described by observers as the de facto "second man" in the country, and he held the keys to Zelensky's access for years. However, he faced criticism for monopolizing power and silencing dissenting voices, making his departure a turning point that could help ease internal tensions.

The context of war and prospects for peace

These appointments coincide with the war entering its fourth year, a period described as the bloodiest in Europe since World War II, leaving tens of thousands dead and widespread destruction of Ukrainian infrastructure. In a significant development, Zelensky recently indicated that a US-brokered agreement to end the conflict was “90%” complete, explaining the need for someone with Budanov’s background to ensure that any political settlement is backed by robust and unbreakable security guarantees.

Presidential advisor Dmytro Lytvyn confirmed that formal procedures have begun to enable Budanov to assume his duties, thus beginning a new phase in conflict management, characterized by integrating intelligence with diplomatic moves to end the war and secure Ukraine's future.
