Zelensky: Russian bombing destroyed all Ukrainian power stations

In shocking remarks reflecting the extent of the damage to vital infrastructure, Ukrainian President Volodymyr Zelensky during his speech at the Munich Security Conference that continuous and systematic Russian attacks have affected all of the country's power generation stations, putting Ukraine in front of unprecedented challenges as winter continues.

In his speech on Saturday, Zelensky stressed that the intense Russian bombing had left no power station undamaged, noting that this Russian strategy was aimed directly at depriving Ukrainian citizens of the most basic necessities of life, especially heating and electricity, as temperatures plummeted to record lows.

Air defense crisis and the race against time

Speaking about the military challenges, the Ukrainian president explained the logistical difficulties Kyiv faces in countering these attacks, saying, "There isn't a single power plant in Ukraine that hasn't been damaged by Russian strikes." He further elaborated on the state of air defenses: "Sometimes we manage to get new missiles for the Patriot or NASMS just before an imminent attack, and sometimes they arrive at the last minute," reflecting the immense strain on Ukraine's military stockpiles and the urgent need for rapid resupply.

"Winter War" strategy and targeting infrastructure

These statements highlight a clear Russian military strategy, the outlines of which began to emerge in the fall of 2022, of periodically targeting power grids and electrical transformers. This tactic aims to cripple the Ukrainian economy and break the morale of the population by plunging cities into darkness and cold. According to international humanitarian law, as Kyiv and its allies see it, these attacks constitute targeting civilians, as they disrupt water, healthcare, and education services.

Regional and international repercussions

The destruction of Ukraine's energy infrastructure has far-reaching consequences, posing a threat to energy security in Eastern Europe and increasing the likelihood of new waves of migration toward EU countries as people flee the cold and lack of basic services. This situation prompted Zelensky to issue an urgent appeal to Western allies to expedite the delivery of weapons, particularly ammunition for the advanced air defense systems Ukraine has acquired, to ensure the protection of the remaining power grid and the repair of damaged infrastructure.

Zelensky concluded by emphasizing that time is the deciding factor in this battle, and that delays in military support give Russia an opportunity to broaden its targeting, exacerbating the humanitarian catastrophe that the Ukrainian people are experiencing.
