
العقار: انخفاض عبء الإيجار على الأسر في الرياض إلى 15%
كشف الرئيس التنفيذي للهيئة العامة للعقار عبدالله الحماد أن نسبة عبء الإيجار إلى دخل الأسر في الرياض انخفضت من أكثر من 17.5% في شهر سبتمبر 2025 إلى نحو 15%، مشيراً إلى أن ذلك يمثل أحد الآثار الأولية التي تم قياسها لقرارات التوازن العقاري.
وأوضح الحماد، خلال مؤتمر الجوانب القانونية للحوكمة في جامعة الملك سعود، أن الأسر الأشد حاجة كانت تدفع أكثر من 30% من دخلها للإيجار.
وأضاف أن انخفاض عبء الإيجار على الأسر بنحو 2% يمثل إحدى النتائج الملموسة لقرارات التوازن العقاري في مدينة الرياض، بعد أكثر من عام ونصف على إقرارها، وفقا لـ«أرقام».
وأشار إلى أن توجيهات ولي العهد شملت متابعة المؤشرات العقارية ورفع تقارير دورية بالنتائج والتحديات.
وشهدت مدينة الرياض عدداً من القرارات الخاصة بالإيجارات تضمنت: «إيقاف الزيادة السنوية لقيمة الأجرة الإجمالية في عقود إيجار العقارات السكنية والتجارية (القائمة أو الجديدة) في العقارات الواقعة داخل النطاق العمراني لمدينة الرياض لمدة خمس سنوات، مع تثبيت قيمة الأجرة الإجمالية لعقود إيجار العقارات السكنية والتجارية الشاغرة داخل النطاق العمراني لمدينة الرياض (التي سبق تأجيرها) وفقاً للقيمة الإجمالية لأجرة آخر عقد «إيجار»، وتُحتسب قيمة الأجرة الإجمالية للعقارات السكنية والتجارية (التي لم يسبق تأجيرها) بحسب ما يُتفق عليه بين المؤجِر والمستأجِر».
وتضمنت القرارات أيضاً، زيادة مدة إشعار المؤجر للمستأجر بعدم الرغبة في تجديد عقد الإيجار في العقود النموذجية لإيجار العقارات السكنية إلى ما لا يقل عن (365) يوماً قبل تاريخ انتهاء مدة العقد، وذلك في حال رغبة المؤجر في عدم التجديد لإخلاء العقار لاستخدامه الشخصي، أو لاستخدام أحد أقاربه من الدرجة الأولى، وفي حال إبلاغه خلال أقل من تلك المدة، يمدد العقد إلى عام كامل من تاريخ الإبلاغ.
The CEO of the General Authority for Real Estate, Abdullah Al-Hammad, revealed that the rent burden as a percentage of household income in Riyadh has decreased from over 17.5% in September 2025 to around 15%, indicating that this represents one of the initial effects measured from the real estate balance decisions.
Al-Hammad explained during the conference on the legal aspects of governance at King Saud University that the most needy families were paying more than 30% of their income for rent.
He added that the decrease in the rent burden on families by about 2% represents one of the tangible results of the real estate balance decisions in the city of Riyadh, after more than a year and a half since their approval, according to “Argaam”.
He pointed out that the directives of the Crown Prince included monitoring real estate indicators and submitting periodic reports on the results and challenges.
The city of Riyadh has witnessed a number of decisions regarding rents, including: “Suspending the annual increase in the total rent value in contracts for residential and commercial properties (existing or new) located within the urban boundary of the city of Riyadh for five years, while fixing the total rent value for contracts of vacant residential and commercial properties within the urban boundary of the city of Riyadh (which have been previously rented) according to the total rent value of the last ‘Ejar’ contract, and the total rent value for residential and commercial properties (that have not been previously rented) will be calculated based on what is agreed upon between the landlord and the tenant.”
The decisions also included increasing the notice period for landlords to inform tenants of their intention not to renew the lease in the standard contracts for residential property rentals to no less than (365) days before the contract expiration date, in the event that the landlord wishes not to renew to vacate the property for personal use, or for use by a first-degree relative, and if notified within less than that period, the contract will be extended for a full year from the date of notification.
