وقال الدبلوماسيان إن القرار الذي اطّلعت عليه وكالة فرانس برس اعتُمد بـ23 صوتا مؤيدا، وامتناع ثمانية أعضاء عن التصويت، بينما عارضته ثلاث دول هي روسيا والصين والنيجر.
