وصرّح رايت لوكالات أنباء في ختام زيارته: «لقد رأيت تلك العناوين. (نحن نسرق النفط الفنزويلي). بالطبع، هذا غير صحيح على الإطلاق، فالموارد ونفط فنزويلا ملك للشعب الفنزويلي».
وأضاف: «توفر الشركات الخاصة رؤوس الأموال اللازمة لإنتاج النفط، لكن الأرباح والإتاوات والضرائب تعود بالكامل إلى حكومة فنزويلا والشعب الفنزويلي».
وتابع: «كل ما نقوم به هو أخذ أصل جوفي غير مستغل، لا يدرّ أي عائد على الشعب الفنزويلي، وتوفير الأموال والتكنولوجيا اللازمة لتطويره، بما يعود بالنفع على فنزويلا والعالم بأسره»، مشيراً إلى أن الأمر عبارة عن «تقاسم للإيرادات».
استغلال المحروقات
وخلال زيارة رايت، وُقِّعت عقود عدة مع شركات متعددة الجنسيات بشأن استغلال المحروقات وإعادة تأهيل شبكة الكهرباء.
وشدد رايت على أهمية إصلاح قطاع الكهرباء، في ظل تكرار انقطاع التيار الكهربائي في فنزويلا وحاجة قطاع النفط إليه لضمان عمله.
وكان الرئيس الأمريكي دونالد ترمب قد أعلن في 28 أغسطس الماضي إبرام اتفاق مع فنزويلا تحصل بموجبه الولايات المتحدة على حصة الأغلبية في السيطرة على أكثر من 65 مليار برميل من احتياطات البلاد. وتتوقع فنزويلا أن تحقق من هذا الاتفاق مكاسب بقيمة 209 مليارات دولار على مدى 25 عاماً.
The U.S. Energy Secretary Chris Wright denied after a visit to the Venezuelan capital Caracas that Washington is seeking to steal Venezuelan oil in response to criticisms directed at the recently concluded agreement, which stipulates that the United States will exploit 20% of the country’s reserves. Untapped Subsurface Resource
Wright stated to news agencies at the end of his visit: “I saw those headlines. (We are stealing Venezuelan oil). Of course, that is not true at all; the resources and oil of Venezuela belong to the Venezuelan people.”
He added: “Private companies provide the necessary capital to produce oil, but the profits, royalties, and taxes go entirely to the Venezuelan government and the Venezuelan people.”
He continued: “All we are doing is taking an untapped subsurface resource that does not yield any return to the Venezuelan people and providing the funds and technology needed to develop it, which benefits Venezuela and the entire world,” pointing out that it is a matter of “revenue sharing.”
Exploitation of Hydrocarbons
During Wright’s visit, several contracts were signed with multinational companies regarding the exploitation of hydrocarbons and the rehabilitation of the electricity network.
Wright emphasized the importance of reforming the electricity sector, given the recurring power outages in Venezuela and the oil sector’s need for it to ensure its operation.
U.S. President Donald Trump announced on August 28 that an agreement was reached with Venezuela under which the United States would gain a majority stake in controlling over 65 billion barrels of the country’s reserves. Venezuela expects to achieve gains of $209 billion from this agreement over 25 years.
