The regulations set by the Saudi Professional League for content creators have sparked controversy regarding the boundaries between protecting media rights and expanding the digital presence of the competition.
According to the guidelines, the league has allowed the accreditation of content creators to cover matches, while prohibiting the filming of the match or producing related content during its course, and requiring accredited individuals to respect the media rights granted to broadcasting partners, remain within designated areas, and stay away from the pitch and dressing rooms.
These regulations are an extension of an organizational path initiated by the league, which has provided seasonal and weekly accreditation for content creators and allocated specific locations and powers for them within stadiums for a fee.
Investment and sports communication specialist Khalid Al-Rubaian criticized the broad concept of “match-related content,” considering that the wording opens the door for interpretation by monitors and places the content creator in a gray area that includes the stands, chants, fans’ reactions, and the experience of attendance.
Al-Rubaian clarified that broadcasting rights represent a key economic asset for the league, while fan footage serves as organic advertising that enhances the value of the competition and creates a desire for viewing, attendance, and connection with clubs.
He stated that the broadcaster provides the best angle for the goal, the clearest replays, and the most accurate analysis, while the content creator documents the wonder of a child watching their star for the first time, the roar of the stands after a late goal, and the impression of a fan who traveled from another country to experience the event.
The value of broadcasting rights is highlighted by the league’s announcement in February 2026 that the media broadcasting contract for Saudi football competitions in the Middle East and North Africa has reached 2.32 billion riyals, while the league previously announced a 763% increase in broadcasting rights revenues as part of its transformation strategy.
Conversely, a single post of a goal by Cristiano Ronaldo recorded over 50 million views on the “X” platform, according to an official report published by the league, indicating the marketing power of digital content related to matches and stars.
Al-Rubaian proposed a framework that balances both sides, based on prohibiting the live transmission of the match, defining filming areas, organizing publishing timing, and providing quick official clips that can be used.
He concluded his position with the phrase: “Punish those who steal the broadcast… not those who hold a phone and an idea.”
