في أول تحرك رسمي في التعامل مع مخالفات البعثات الرياضية المشاركة في البطولات الخارجية، قررت وزارة الشباب والرياضة المصرية إحالة واقعتَي هروب المصارعين محمد مصطفى علي الشامي وزياد حجاج إلى النيابة العامة، لاتخاذ ما تراه من إجراءات قانونية بشأن ملابسات الواقعتين وتحديد المسؤوليات.
وتأتي الخطوة في وقت تحاول فيه وزارة الشباب والرياضة الفصل بين الإنجاز الرياضي الذي حققته بعثة المصارعة المصرية وبين أي مخالفات أو أوجه تقصير إداري صاحبت مشاركات المنتخب، مؤكدة أن النتائج الرياضية لا تعفي أي مسؤول من الالتزام بالقواعد المنظمة للبعثات المصرية في الخارج.
إحالة واقعتين إلى النيابة
وأوضحت الوزارة، في بيان رسمي، اليوم (الخميس)، أن واقعة الشامي تعود إلى مغادرة بعثة المصارعة المصرية مطار تارانتو في إيطاليا، متجهة إلى روما خلال رحلة العودة إلى القاهرة.
وخلال فترة الترانزيت في روما، غادر المصارع محيط البعثة، في واقعة دفعت الجهات المختصة إلى فتح تحقيق للوقوف على كيفية حدوثها وتحديد المسؤوليات المتعلقة بالإشراف على أفراد البعثة.
وبحسب التفاصيل المتداولة بشأن الواقعة، كان من المفترض أن يحتفظ رئيس الوفد بجوازات سفر أعضاء البعثة خلال فترة الترانزيت، إلا أن ذلك لم يحدث، قبل أن يلاحظ مدرب اللاعب غيابه ويحاول اللحاق به، لكن محاولته لم تنجح.
واضطر المدرب إلى التخلف عن الرحلة، فيما تمكن الشامي من مغادرة محيط البعثة، لتبدأ بعدها الإجراءات الخاصة بتحديد ملابسات الواقعة والمسؤوليات المترتبة عليها.
وكانت اللجنة الأولمبية المصرية قد قررت في وقت سابق إيقاف إبراهيم عادل إبراهيم مصطفى العطار، رئيس وفد المصارعة، وإحالته إلى لجنة القيم، بعد أن أشارت التحريات المبدئية إلى وجود تقاعس وإهمال وتقصير في متابعة أحد أفراد البعثة.
واقعة ثانية في سلوفاكيا
ولا تقتصر الإجراءات على واقعة محمد الشامي، إذ قررت وزارة الشباب والرياضة أيضاً إحالة واقعة هروب المصارع زياد حجاج إلى النيابة العامة.
وكانت الوزارة وجهت الاتحاد المصري للمصارعة باتخاذ الإجراءات القانونية اللازمة والتحقيق في ملابسات الواقعة، مع إعداد تقرير تفصيلي ورفعه إلى الوزارة بشأن ما حدث خلال مشاركة اللاعب في بطولة العالم للشباب للمصارعة في سلوفاكيا.
وبعد استكمال الإجراءات الأولية، تقرر إحالة الواقعة إلى النيابة العامة، بما يسمح للجهات المختصة بفحص الملابسات وتحديد ما إذا كانت هناك مسؤوليات قانونية أو إدارية تستوجب اتخاذ إجراءات إضافية.
وأكدت الوزارة أن الإحالات تأتي في إطار تحديد المسؤوليات، من دون استباق نتائج التحقيقات أو إصدار أحكام مسبقة بحق أي شخص.
7 ميداليات للمصارعة المصرية في دورة ألعاب البحر المتوسط
وتزامنت هذه التطورات مع إنجاز لافت للمصارعة المصرية في دورة ألعاب البحر المتوسط في تارانتو، حيث نجحت البعثة في حصد 7 ميداليات، بينها ميداليتان ذهبيتان، وميداليتان فضيتان، و3 ميداليات برونزية.
وجاءت الذهبيتان عن طريق سمر حمزة ومحمد حسن، فيما حصد محمد فراج وعبد الرحمن هيثم الميداليتين الفضيتين، أما الميداليات البرونزية فكانت من نصيب مودة بدوي ومصطفى حسين وشهاب الدين عبد الرؤوف، وفي المقابل، لم يتمكن محمد مصطفى علي الشامي من تجاوز الأدوار التمهيدية في منافسات الدورة.
إنجاز رياضي ومسؤولية إدارية
وتعكس الإجراءات المتخذة من جانب وزارة الشباب والرياضة توجهاً للفصل بين مستويين مختلفين: الأول يتعلق بالنتائج التي يحققها الرياضيون داخل المنافسات، والثاني يرتبط بالمسؤوليات الإدارية والتنظيمية للبعثات خلال وجودها خارج البلاد.
وأكدت الوزارة أن النجاح في حصد الميداليات لا يعني، وفق هذا المنظور، إسقاط المسؤولية عن أي تقصير محتمل، كما أن وجود مخالفات أو وقائع فردية لا يعني بالضرورة التشكيك في الإنجاز الذي حققه باقي أفراد البعثة.
وأشارت إلى أن مسؤولية رؤساء الوفود والأجهزة الإدارية تكتسب أهمية خاصة خلال السفر والمنافسات وفترات الترانزيت، باعتبارهم مسؤولين عن تنظيم تحركات أعضاء البعثة ومتابعة التزامهم بالتعليمات والإجراءات المعمول بها.
ماذا حدث بعد الواقعة؟
وفتحت واقعة الشامي الباب أمام مراجعة إجراءات الإشراف على أفراد البعثة، خصوصاً خلال فترة الترانزيت في المطارات، فيما جاءت إحالة رئيس الوفد إلى لجنة القيم لتكون مساراً إدارياً منفصلاً عن التحقيقات المتعلقة بالواقعة نفسها.
أما في قضية زياد حجاج، فقد بدأت الوزارة بالإجراءات عبر مطالبة الاتحاد المصري للمصارعة بالتحقيق وإعداد تقرير شامل، قبل أن تنتقل القضية إلى النيابة العامة.
ومن المنتظر أن تحدد التحقيقات الرسمية طبيعة المسؤوليات، وما إذا كانت هناك مخالفات إدارية أو قانونية، بعيداً عن أي استنتاجات مسبقة.
In the first official move to address the violations of sports delegations participating in international championships, the Egyptian Ministry of Youth and Sports decided to refer the cases of wrestlers Mohamed Mostafa Ali Al-Shami and Ziad Haggag to the Public Prosecution to take whatever legal actions it deems necessary regarding the circumstances of the two incidents and to determine responsibilities.
This step comes at a time when the Ministry of Youth and Sports is trying to separate the sports achievements of the Egyptian wrestling delegation from any violations or administrative shortcomings that accompanied the team’s participation, emphasizing that sports results do not exempt any official from adhering to the regulations governing Egyptian delegations abroad.
Referral of Two Incidents to the Prosecution
The ministry clarified, in an official statement today (Thursday), that the incident involving Al-Shami dates back to the departure of the Egyptian wrestling delegation from Taranto Airport in Italy, heading to Rome during the return flight to Cairo.
During the transit period in Rome, the wrestler left the vicinity of the delegation, prompting the relevant authorities to open an investigation to understand how this occurred and to determine the responsibilities related to supervising the delegation members.
According to the circulated details regarding the incident, the head of the delegation was supposed to keep the passports of the delegation members during the transit period, but this did not happen, before the player’s coach noticed his absence and attempted to catch up with him, but his attempt was unsuccessful.
The coach was forced to miss the flight, while Al-Shami managed to leave the vicinity of the delegation, after which procedures began to determine the circumstances of the incident and the responsibilities arising from it.
The Egyptian Olympic Committee had previously decided to suspend Ibrahim Adel Ibrahim Mostafa Al-Attar, the head of the wrestling delegation, and refer him to the Ethics Committee, after initial investigations indicated negligence and failure to monitor one of the delegation members.
Second Incident in Slovakia
The actions are not limited to the incident involving Mohamed Al-Shami, as the Ministry of Youth and Sports also decided to refer the incident of wrestler Ziad Haggag’s escape to the Public Prosecution.
The ministry directed the Egyptian Wrestling Federation to take the necessary legal actions and investigate the circumstances of the incident, preparing a detailed report to be submitted to the ministry regarding what happened during the player’s participation in the World Youth Wrestling Championship in Slovakia.
After completing the initial procedures, it was decided to refer the incident to the Public Prosecution, allowing the relevant authorities to examine the circumstances and determine whether there are legal or administrative responsibilities that require additional actions.
The ministry confirmed that the referrals come within the framework of determining responsibilities, without preempting the results of the investigations or issuing premature judgments against anyone.
7 Medals for Egyptian Wrestling in the Mediterranean Games
These developments coincided with a remarkable achievement for Egyptian wrestling in the Mediterranean Games in Taranto, where the delegation succeeded in winning 7 medals, including two gold medals, two silver medals, and three bronze medals.
The gold medals were won by Samar Hamza and Mohamed Hassan, while Mohamed Farag and Abdel Rahman Haitham secured the silver medals. The bronze medals were awarded to Moudah Badawy, Mostafa Hussein, and Shahab Al-Din Abdel Raouf. In contrast, Mohamed Mostafa Ali Al-Shami was unable to advance beyond the preliminary rounds of the competitions.
Sports Achievement and Administrative Responsibility
The actions taken by the Ministry of Youth and Sports reflect a trend to separate two different levels: the first relates to the results achieved by athletes in competitions, while the second is linked to the administrative and organizational responsibilities of the delegations while they are abroad.
The ministry emphasized that success in winning medals does not mean, from this perspective, absolving any potential responsibility for shortcomings, and that the existence of violations or individual incidents does not necessarily call into question the achievements of the other members of the delegation.
It pointed out that the responsibility of the heads of delegations and administrative bodies is particularly important during travel, competitions, and transit periods, as they are responsible for organizing the movements of delegation members and ensuring their compliance with the applicable instructions and procedures.
What Happened After the Incident?
The incident involving Al-Shami opened the door for reviewing the supervision procedures for delegation members, especially during transit periods at airports, while the referral of the head of the delegation to the Ethics Committee represents an administrative path separate from the investigations related to the incident itself.
As for the case of Ziad Haggag, the ministry began the procedures by requesting the Egyptian Wrestling Federation to investigate and prepare a comprehensive report before the case was transferred to the Public Prosecution.
Official investigations are expected to determine the nature of the responsibilities and whether there are administrative or legal violations, away from any preconceived conclusions.
