The Shura Council refers 29 topics to upcoming sessions: Details of the General Assembly meeting

The General Assembly of the Shura Council held its ninth meeting of the second year of its ninth session today at the Council's headquarters in Riyadh, chaired by His Excellency the Vice President of the Council, Dr. Meshaal bin Fahm Al-Sulami. The meeting was attended by Her Excellency the Assistant President of the Council, Dr. Hanan bint Abdulrahim Al-Ahmadi, His Excellency the Secretary-General of the Council, Mr. Mohammed bin Dakhel Al-Mutairi, and the heads of the Council's specialized committees, to discuss and approve the agendas for upcoming sessions.

Details of referred topics

During its meeting, the committee reviewed a number of topics on its agenda, for which specialized committees had completed their studies and prepared the necessary reports. The committee approved referring 29 diverse topics to the agenda of upcoming council sessions, in preparation for their discussion and the adoption of the necessary decisions.

The topics referred included several annual government performance reports, a key oversight tool for the Council. Among the most prominent were the annual reports of Najran University, Bisha University, and King Saud bin Abdulaziz University for Health Sciences. Discussion of these reports falls within the Council's role of monitoring the performance of educational and academic institutions and ensuring the quality of their outputs and their alignment with development needs and the labor market.

International agreements and memoranda of understanding

Regarding international relations and foreign cooperation, the General Assembly approved referring several draft agreements and memoranda of understanding to the Council for discussion. These projects covered various vital sectors, including investment, energy, and civil aviation, and were concluded with a number of sisterly and friendly nations. This reflects the Kingdom of Saudi Arabia's commitment to strengthening its strategic partnerships and expanding the frameworks of international cooperation in a way that serves national interests and supports the national economy.

The General Authority's working mechanism and its legislative role

This meeting is of particular importance as it represents the "legislative kitchen" that precedes the general sessions of the Shura Council. According to the Council's bylaws and rules of procedure, the General Assembly of the Shura Council is responsible for reviewing topics submitted by specialized committees and ensuring their readiness for presentation and discussion. The Assembly also sets the general rules and agenda for the Council's sessions, thus ensuring the smooth functioning of legislative and oversight processes.

Referring these files is a necessary step to complete the documentary and legislative process for decisions. After referral, these matters are subject to extensive discussions by council members, culminating in a vote and the submission of the approved resolutions to the highest authority. This ongoing activity within the Shura Council underscores its pivotal role in supporting the Kingdom's comprehensive development under Vision 2030, whether through enacting and updating regulations, effectively overseeing the performance of government agencies, or strengthening parliamentary diplomacy and international relations.
