The Jeddah Municipality announced the commencement of its comprehensive operational plan for cleaning services during the 1445 AH Hajj season. This proactive step aims to serve the pilgrims and ensure a healthy and safe environment for them from the moment they arrive at the Two Holy Mosques. This plan is part of an integrated system of services provided by the Kingdom of Saudi Arabia to guarantee the comfort of pilgrims and facilitate the performance of their rituals.

General context and importance of Jeddah during the Hajj season

Jeddah serves as the primary air and sea gateway for millions of pilgrims arriving annually from around the world. Given its pivotal role, preparations in Jeddah are of paramount importance, as it forms the pilgrim's first impression of their spiritual journey. Government agencies, spearheaded by the Jeddah Municipality, work diligently throughout the year to develop operational plans that ensure the highest quality of municipal services, aligning with the goals of the Kingdom's Vision 2030, which places particular emphasis on enhancing the Hajj and Umrah pilgrimage experience.

Operational plan details: Three integrated phases

The Secretariat revealed that the plan, which began on the 20th of Dhu al-Qi'dah and continues until the 26th of Dhu al-Hijjah, was divided into three phases to ensure efficient coverage of all operational aspects. A significant human and material resource has been mobilized for its implementation, with 5,770 personnel , supported by a fleet of 834 pieces diverse equipment and machinery.

  • The first phase (before the start of the rituals): This phase extends until the seventh of Dhu al-Hijjah, and the work in it focuses on intensifying cleanliness in vital areas that witness a high density of pilgrims, such as the vicinity of King Abdul Aziz International Airport, Jeddah Islamic Port, the main roads leading to Makkah, in addition to the parking areas for booking pilgrims’ buses.
  • The second phase (peak days): This phase begins on the 8th of Dhul-Hijjah and continues until the 15th, coinciding with the Day of Tarwiyah and Eid al-Adha. During this period, the focus is on the cleanliness of Eid prayer areas, the immediate disposal of sacrificial animal remains, and maintaining the cleanliness of recreational areas and waterfronts frequented by residents and visitors during the Eid holiday.
  • Phase Three (Post-Season): This phase begins immediately after the end of the Eid holidays and aims to restore the situation to its normal state, with a focus on commercial markets, restaurants and public areas, and intensifying efforts to collect litter to ensure the complete restoration of the city’s civilized appearance.

Emergency teams to ensure immediate response

The Jeddah Municipality explained that the plan includes forming fully equipped field emergency teams in each municipal district. These teams will be on standby 24/7 to handle any emergency reports and address any issues immediately, ensuring the highest levels of operational readiness and uninterrupted service.

Expected impact of the plan

The impact of this plan extends beyond direct service provision to encompass other important aspects. Locally, the plan contributes to maintaining public health and preventing the spread of disease, ensuring the comfort of Jeddah's residents and visitors. Nationally and internationally, these extensive efforts reflect the Kingdom's commitment to providing the highest quality services to pilgrims and enhance its image as a leading nation in crowd management and the efficient and effective organization of the world's largest religious gatherings.
