Ministry of Commerce: Registration and renewal of commercial agencies is now fully electronic

In a strategic move reflecting the accelerating pace of digital transformation in Saudi Arabia, the Ministry of Commerce has officially announced the complete digitization of all procedures for registering, renewing, and amending commercial agencies. This initiative is part of the Ministry's ongoing efforts to improve the business environment and reduce bureaucratic procedures, aligning with the goals of Vision 2030 to build a sophisticated digital economy.
Simplified steps to serve the business sector
The ministry explained that the electronic platform now allows investors and entrepreneurs to complete all transactions without needing to visit ministry branches. The user journey includes accessing the dedicated portal, selecting the required service (registration, renewal, or modification), accurately filling in the necessary information, attaching the required documents and notarized contracts, and then paying the applicable fees. The new system is characterized by its exceptional speed, as the certificate is issued electronically and instantly upon completion of all regulatory approvals, thus saving time and effort for traders and agents.
Registration Terms and Conditions
To ensure market regulation and protect rights, the ministry has set a number of basic requirements for accepting applications to register commercial agencies, most notably:
- The agent must be of Saudi nationality (whether an individual, a wholly Saudi company, or a mixed capital company, in accordance with the regulations).
- The agent's commercial registration activity matches the activity of the agency intended to be registered.
- The existence of a formally certified commercial agency contract.
- The contract should be directly with the producing or authorized company in the country of origin, to ensure supply chain and reliability.
Enhancing transparency and reliability in the market
In addition to registration services, the Ministry has provided an "electronic inquiry" service for commercial agency data. This service allows clients, competing companies, and regulatory bodies to verify agency details, including the agent's name, agency number, national identification number, agency status (valid or expired), and the name of the foreign principal in both Arabic and English. This step enhances transparency in the Saudi market and reduces commercial concealment or false claims of commercial representation.
Economic impact and digital transformation
This transformation is part of a comprehensive system for developing the legislative and regulatory environment for the commercial sector in the Kingdom. Automating commercial agencies contributes to attracting foreign investment by reassuring global companies of a clear, fast, and legally protected agency registration system. This measure also positively impacts the Kingdom's ranking in international ease of doing business indices, as speed of completion and digitalization are key criteria in assessing the efficiency of global markets.
