Saudi Arabia approves the opening of nurseries in workplaces to support working women
In a strategic move aimed at enhancing the work environment and supporting national talent, the Saudi Cabinet, chaired by the Crown Prince, approved Resolution No. (783) dated 11/06/1445 AH, tasking the Ministry of Education, in coordination with the Ministry of Human Resources and Social Development and other relevant entities, with establishing nurseries and kindergartens in government and private workplaces with large numbers of employees. This decision is a key enabler for achieving the goals of the Kingdom's Vision 2030, particularly regarding increasing women's participation in the labor market.
Background of the decision and its strategic dimensions within Vision 2030
This decision is the culmination of continuous efforts and numerous initiatives launched by the Kingdom in recent years to empower Saudi women and enhance their role as essential partners in national development. Since the launch of Vision 2030, the Kingdom has witnessed extensive social and economic reforms, one of whose most prominent goals was to increase women's participation in the workforce from 22% to 30% by 2030—a target already exceeded, reaching over 35% in 2023. The leadership recognized that providing practical solutions for childcare is one of the most significant challenges facing working women, and this decision is a direct response to this pressing need, removing a major obstacle and contributing to women's job and family stability.
Expected impact on both the economic and social levels
The decision is expected to have a multifaceted positive impact. Economically, providing on-site childcare will increase female employee productivity by reducing childcare-related anxieties, lower employee turnover rates, and foster employee loyalty. Furthermore, this initiative will create a new investment sector in specialized childcare services, generating additional job opportunities. Socially, the decision promotes family-friendly work environments, providing children with high-quality early childhood education and care close to their parents, thus supporting healthy development and giving parents peace of mind.
Implementation mechanisms and potential challenges
The decision clearly indicated the need to address the discrepancy in operating hours between existing nurseries and various sectors, whether ministries, education departments, or private companies. This means that the Ministry of Education, in cooperation with relevant authorities, will work on developing flexible regulations to ensure that nursery hours align with parents' work schedules, providing a practical solution to a problem that has long posed a challenge for working families. Implementation will include establishing strict standards and requirements for licensing these facilities to guarantee the safety of children and the quality of the educational programs offered, which falls squarely within the Ministry of Education's purview.
