Hearing on combating the dumping of Indian iron pipes in Saudi Arabia

In a move aimed at promoting the principles of fair competition and protecting the national industry, the General Authority for Foreign Trade in the Kingdom of Saudi Arabia, represented by the Trade Remedies Agency, held a formal hearing for the concerned and cooperating parties in the ongoing anti-dumping investigation against specific imports from the Republic of India.
The session focused on the issue of imports of “hollow steel pipes and tubes”, specifically ductile iron pipes with diameters ranging from 100 mm to 1000 mm, originating from or exported from India, which pose a challenge to the similar local product.
Details of the investigation and the course of commercial justice
This hearing is a key part of the investigation that the Authority announced it had launched last July. Hearings are a cornerstone of the Saudi trade remedies system in international trade, providing the Authority with a transparent platform for all stakeholders to participate effectively. These hearings aim to enable parties to present their views, submit their legal and economic arguments to the investigating body, and review and discuss the views of other parties, thus ensuring the integrity and comprehensiveness of the proceedings.
The economic context and the importance of protecting local industry
This investigation is the fifth of its kind since the implementation of the trade remedies system in the Kingdom. This type of investigation is of paramount strategic importance in light of the urban and industrial development the Kingdom is witnessing under Vision 2030. The iron and steel industry, including pipes, is a cornerstone of major infrastructure projects; therefore, protecting it from unfair trade practices, such as "dumping" (selling products in the imported market at a price lower than their normal value in the country of origin), is an economic necessity to maintain the sustainability of local investments.
Objectives of the trade processors system
The objectives of the trade remedies system are not limited to imposing duties; they extend to protecting domestic industry from material injury caused by dumped or government-subsidized imports from other countries. The system also aims to prevent sudden surges in imports that could disrupt the domestic market, as well as to defend Saudi exports that might face similar measures in foreign markets. Through these measures, the Authority seeks to create a fair and competitive trade environment that attracts investment and safeguards national industrial gains.
