Interior Ministry: Extension of expired visas and exemption from fines
A new humanitarian initiative from the Saudi leadership
In a move reflecting the Kingdom of Saudi Arabia's commitment to humanitarian principles and in accordance with the directives of its wise leadership, the Saudi Ministry of Interior announced a package of exceptional measures to address the situation of visa holders whose visas have expired. These decisions come in response to the current circumstances and exceptional conditions in the region, which have prevented many visitors and pilgrims from returning to their countries within the previously scheduled timeframes.
Details of the decision to extend expired visas
The Ministry of Interior clarified that the facilitations include holders of all types of visit visas, in addition to Umrah, transit, and final exit visas, which expired on or after 8/9/1447 AH (25/2/2026 AD). The processing mechanisms have been divided into two main tracks to streamline procedures for beneficiaries
- The first option (visa extension): Expired visas can be extended upon request by the visitor's host, with their validity extended until 1/11/1447 AH, corresponding to 18/4/2026 AD. This procedure is done electronically and easily through the Absher electronic platform, after payment of the legally required fees.
- The second route (direct departure): Enabling holders of expired visas to leave directly through the Kingdom’s international ports, without the need to extend their visas in advance, and most importantly, exempting them completely from paying any additional fees or late fees that would have resulted from the expiry of the visa period.
The historical context and humanitarian role of the Kingdom
This decision is not unprecedented in the history of the Kingdom of Saudi Arabia, but rather an extension of its long record of noble humanitarian stances. Historically, Saudi Arabia has consistently taken the initiative to provide similar facilitations during regional and international crises. Perhaps the most prominent example of this was during the COVID-19 pandemic, when the Saudi government automatically extended residency permits and visas for residents and visitors free of charge, in recognition of the exceptional circumstances that disrupted global air travel. The Kingdom's role in humanitarian evacuations from conflict zones has also been prominent recently, underscoring that its policy prioritizes human safety and dignity above any administrative or financial considerations.
The importance and expected impact of the decision
Local impact
Domestically, this decision contributes to maintaining security and health stability within the Kingdom by regulating the status of those residing within its borders and preventing the accumulation of violations. This measure also highlights the high efficiency of Saudi Arabia's digital infrastructure, with the Absher platform playing a pivotal role in the smooth implementation of these directives, aligning with the goals of Saudi Vision 2030 for digital transformation and streamlining government services.
Regional and international impact
Regionally and internationally, this approach reinforces the Kingdom of Saudi Arabia's position as a leading nation in humanitarian work and crisis management. Exempting visitors and pilgrims from fines sends a reassuring message to the governments and peoples of neighboring countries, and affirms that the Kingdom remains a safe haven and a key supporter of its brothers and friends in times of hardship.
A call to abide by the regulations
In closing, the Saudi Ministry of Interior issued an important appeal to all beneficiaries of these generous directives, urging them to depart before the deadline of 1/11/1447 AH (18/4/2026 AD). This reminder is issued to ensure the well-being of visitors and to avoid the application of the Kingdom's regulations against violators after the specified deadline, thus guaranteeing a safe and orderly departure for all.
