Saudi Arabia and Syria: A historic agreement to combat corruption and promote integrity

A strategic step to enhance integrity and transparency

In a move reflecting the growing development of bilateral relations, the Kingdom of Saudi Arabia and the Syrian Arab Republic signed a memorandum of understanding in the field of preventing and combating corruption. The signing ceremony took place at the headquarters of the Saudi Oversight and Anti-Corruption Authority (Nazaha) in Riyadh, where the Saudi side was represented by His Excellency the President of the Authority, Mr. Mazen bin Ibrahim Al-Kahmous, while the Syrian side was represented by the Head of the Central Authority for Control and Inspection, Engineer Amer Namas Al-Ali.

The memorandum aims to enhance cooperation between the two countries in vital areas, including the exchange of information and expertise related to transnational corruption crimes and the development of institutional capacities for both parties. The agreement also focuses on coordinating efforts in investigations, recovering stolen assets, and training personnel, all in service of shared goals to establish the principles of transparency and accountability.

Historical context and the return of diplomatic relations

This signing comes within a broader context of rapprochement and normalization of relations between Riyadh and Damascus, which has seen a significant boost over the past year. After years of diplomatic estrangement that began with the Syrian crisis in 2011, 2023 saw Syria's return to its seat in the Arab League, followed by the resumption of full diplomatic relations between the two countries and the reopening of embassies. This memorandum is one of the tangible fruits of this rapprochement, as the relationship moves from a political framework to technical and institutional cooperation on issues of strategic importance.

The importance and expected effects of the agreement

This agreement is of paramount importance on several levels. Domestically, it aligns with the Kingdom’s Vision 2030, which prioritizes combating corruption and promoting good governance. For Syria, this cooperation supports efforts to rebuild state institutions and consolidate the rule of law after years of conflict. Regionally, cooperation between two pivotal countries sends a powerful message about their shared commitment to combating corruption, a major obstacle to development and stability. The agreement is expected to contribute to reducing organized financial crimes and money laundering, which often flourish in post-conflict environments, thereby enhancing regional economic security. Internationally, this cooperation underscores both countries’ commitment to relevant international agreements, most notably the United Nations Convention against Corruption.
