Sewer network easement: mandatory procedure and fee details

The Saudi Water Authority has affirmed that connecting to the sewage network is not an optional measure, but rather a mandatory regulatory procedure aimed directly at ensuring the safe and proper disposal of wastewater. This affirmation comes within the framework of the Kingdom's ongoing efforts to develop infrastructure and protect the environment and public health from the risks associated with using traditional disposal methods, such as cesspools, which can cause leaks that damage building foundations and contaminate groundwater in residential areas.

Urban development context and the importance of the decision

This measure comes within the broader context of the Kingdom's Vision 2030, which prioritizes quality of life and environmental sustainability. Expanding sewage networks is a cornerstone of urban development, as the transition from reliance on septic tanks and cesspools to organized networks eliminates visual pollution and unpleasant odors, in addition to protecting public health from waterborne diseases. Furthermore, wastewater treatment opens new economic opportunities by allowing the reuse of treated water for irrigation, landscaping, and industrial purposes, thus enhancing national water security.

Notification mechanism and easement steps

The authority explained that the connection process is carried out according to clear and organized administrative and technical procedures, beginning as soon as the network is ready in the targeted area. Beneficiaries are notified of service availability through multiple reliable communication channels to ensure timely information delivery. These channels include:

  • Short text messages (SMS) to the registered beneficiaries' phones.
  • Electronic notifications via government applications.
  • Direct communication via call centers.
  • Continuous updates via the service provider's website.

Details of fees and convenient payment methods

Regarding the financial aspect, the authority clarified that the fees for connecting to the sewage service are calculated precisely according to the regulations approved by the Council of Ministers on 30/11/1441 AH. The fee amount depends on several technical criteria, including the property classification (residential, commercial, governmental), its total area, and the required pipe diameter.

To make things easier for citizens and residents, the authority pointed out the flexibility of payment options, where the beneficiary can pay the full amount after the invoice is issued, or take advantage of the installment system approved by the service provider before starting to implement the connection, which facilitates the process of connecting to the network without large immediate financial burdens.

Communication and support channels

The Saudi Water Authority emphasized that access to the sewage network effectively protects real estate from land subsidence caused by leaks and ensures the sustainability of water services. The Authority encouraged everyone to contact them with any inquiries or comments through their unified call center (19913), which operates around the clock to serve customers.
