Real estate registration begins in Riyadh and Mecca in 2026: Dates and neighborhoods

The General Authority for Real Estate in the Kingdom of Saudi Arabia announced the commencement of real estate registration for specific plots in the Riyadh and Makkah regions, as part of its strategic plan to expand the real estate registry system. Registration is scheduled to begin on February 1, 2026 (corresponding to 13 Sha'ban 1447 AH) and continue until the end of May 7, 2026 (corresponding to 20 Dhu al-Qi'dah 1447 AH).

Details of targeted areas

The authority explained in its statement that the areas included in this phase were selected according to precise technical and engineering criteria. In the Riyadh region, registration will include part of the Al-Mughtarah neighborhood in the Dhurma governorate, while in the Makkah region, it will include part of the Al-Hudaybiyah neighborhood. The authority confirmed that the remaining regions, governorates, and neighborhoods will be announced successively in the coming periods, reflecting a well-considered, phased approach to implementing the system to ensure accuracy and quality.

The context of digital transformation and Vision 2030

This announcement comes amidst the significant transformation underway in the Saudi real estate sector, in line with the Kingdom's Vision 2030, which aims to digitize real estate assets and enhance market efficiency. The shift from a personal registration system (based on owners' names) to a property registration system (based on the property's location and description) is a crucial step in modernizing the sector's legislative and technical infrastructure. This transformation aims to establish a centralized and reliable real estate database that will contribute to protecting rights and facilitating property transactions.

Economic importance and expected impact

The implementation of the real estate registration system is of paramount importance at both the local and national levels. It contributes to enhancing transparency and reliability in the real estate sector, thereby increasing the attractiveness of both local and foreign real estate investment. Furthermore, the new system helps reduce real estate disputes related to ownership or boundaries, and facilitates buying, selling, and financing procedures, thanks to the accuracy of the geospatial data associated with each property unit.

Registration mechanism and outputs

The Real Estate Authority called on property owners in the aforementioned neighborhoods to prepare early by verifying their title deeds and ensuring compliance with regulatory requirements. Registration will be available through the electronic Real Estate Registry platform or authorized service centers. Upon completion of registration, a unified property number and title deed will be issued, containing all descriptive and geospatial data, as well as the rights and obligations associated with the property, thus establishing a unique digital identity for each real estate unit in the Kingdom.
