
بحضور ولي العهد وماكرون.. الطاولة السعودية الفرنسية تعلن 21 اتفاقية
بحضور ولي العهد رئيس مجلس الوزراء الأمير محمد بن سلمان، ورئيس الجمهورية الفرنسية إيمانويل ماكرون، عُقد في العاصمة الفرنسية باريس أمس، اجتماع الطاولة المستديرة الفرنسي – السعودي للاستثمار، الذي تنظمه وزارة الاستثمار بمشاركة عدد من كبار المسؤولين وقادة الأعمال والرؤساء التنفيذيين لكبرى الشركات والمؤسسات من البلدين؛ بهدف تعزيز الشراكات الاستثمارية، واستكشاف الفرص المشتركة في القطاعات ذات الأولوية، وتوسيع التعاون بين مجتمعي الأعمال في البلدين.
وتضمّن الاجتماع جلسة بعنوان «مناقشة الآفاق المستقبلية والمشاريع المشتركة»، بمشاركة رئيسي مجلس الأعمال السعودي – الفرنسي، تناولت آفاق التعاون والفرص المتاحة لتعزيز الشراكات بين القطاع الخاص في البلدين.
كما عُقدت حوارات إستراتيجية لقادة الأعمال تناولت أربعة محاور رئيسية، شملت تمويل وتطوير الوجهات التحويلية، وتمكين الشراكات الصناعية وتحويلها إلى مشاريع قابلة للتنفيذ، وتطوير قطاعي النقل والخدمات اللوجستية بما يعزز التكامل الاقتصادي، إلى جانب بناء المستقبل الرقمي من خلال الذكاء الاصطناعي والبنية التحتية الرقمية.
وشهد الاجتماع إعلان 21 اتفاقية ومذكرة تفاهم بين جهات من القطاعين الحكومي والخاص في البلدين، شملت مجالات الطاقة، والصناعة، والخدمات المالية، والنقل والخدمات اللوجستية، والذكاء الاصطناعي، والثقافة، والصحة، والسياحة، بما يعكس تنوع مجالات التعاون والفرص الاستثمارية بين المملكة وفرنسا.
يذكر أن العلاقات بين المملكة وفرنسا بدأت منذ 1926 وظلت راسخة وتوفر إطاراً داعماً لمصالح المستثمرين في البلدين، ومن ثم توسعت في مختلف المجالات وصولاً إلى توقيع الشراكة الإستراتيجية الشاملة وإنشاء مجلس الشراكة الإستراتيجية في ديسمبر 2024، بما يفتح مجالات أوسع للتعاون في قطاعات جديدة.
وتمتد الشراكة في ظل تنامي العلاقات الاقتصادية والاستثمارية بين البلدين، والتكامل في ما تتمتع به فرنسا من خبرات ومواطن قوة في التقنية والصناعة والتمويل والابتكار، وما تتيحه رؤية السعودية 2030 من فرص استثمارية واسعة؛ إذ بلغ رصيد الاستثمار الفرنسي المباشر في المملكة 63.9 مليار ريال في 2024، بأكثر من ضعف مستواه في 2021، لتحتل فرنسا المرتبة الرابعة بين أكبر مصادر الاستثمار الأجنبي المباشر في المملكة، فيما بلغ حجم التبادل التجاري بين البلدين 44.2 مليار ريال في 2025.
وتشهد المملكة حضوراً متنامياً للشركات الفرنسية، بواقع 651 ترخيصاً استثمارياً موزعة على 18 قطاعاً، بالتزامن مع استمرار زخم الاستثمار الأجنبي المباشر في المملكة، الذي بلغت تدفقاته نحو 23.9 مليار ريال خلال الربع الأول من 2026 بنمو 2.4% على أساس سنوي، وتوفر المملكة بيئة مستقرة تنظيمياً واقتصادياً ومالياً، كما تمنح الخطط التنموية الواضحة المستثمرين وضوحاً أكبر بشأن مسار الاقتصاد وآفاقه، فيما تدعم الأسس الاقتصادية القوية استمرارية التنفيذ، لا سيما أن السياسات طويلة المدى تعزز وضوح آفاق النمو أمام المستثمرين.
وترسخ رؤية السعودية 2030 التنويع الاقتصادي بوصفه أولوية وطنية طويلة المدى، وتستهدف الإستراتيجية الوطنية للاستثمار تحفيز وجذب الاستثمارات، فيما تفتح الإستراتيجيات القطاعية فرصاً على امتداد سلاسل القيمة.
In the presence of Crown Prince and Prime Minister Mohammed bin Salman and French President Emmanuel Macron, the French-Saudi investment roundtable meeting was held yesterday in the French capital, Paris. The meeting was organized by the Ministry of Investment with the participation of several senior officials, business leaders, and CEOs of major companies and institutions from both countries, aiming to enhance investment partnerships, explore joint opportunities in priority sectors, and expand cooperation between the business communities of the two countries.
The meeting included a session titled “Discussion on Future Prospects and Joint Projects,” featuring the heads of the Saudi-French Business Council, which addressed the prospects for cooperation and the available opportunities to strengthen partnerships between the private sectors of both countries.
Strategic dialogues were also held for business leaders, covering four main themes, including financing and developing transformative destinations, enabling industrial partnerships and turning them into executable projects, developing the transportation and logistics sectors to enhance economic integration, as well as building the digital future through artificial intelligence and digital infrastructure.
The meeting witnessed the announcement of 21 agreements and memorandums of understanding between entities from the public and private sectors of both countries, covering areas such as energy, industry, financial services, transportation and logistics, artificial intelligence, culture, health, and tourism, reflecting the diversity of cooperation fields and investment opportunities between the Kingdom and France.
It is noteworthy that relations between the Kingdom and France began in 1926 and have remained solid, providing a supportive framework for the interests of investors in both countries. Subsequently, these relations expanded into various fields, culminating in the signing of a comprehensive strategic partnership and the establishment of the Strategic Partnership Council in December 2024, which opens broader avenues for cooperation in new sectors.
The partnership extends amid the growing economic and investment relations between the two countries, leveraging France’s expertise and strengths in technology, industry, finance, and innovation, along with the wide investment opportunities offered by Saudi Vision 2030. The balance of direct French investment in the Kingdom reached 63.9 billion riyals in 2024, more than double its level in 2021, placing France as the fourth largest source of foreign direct investment in the Kingdom, while the volume of trade exchange between the two countries reached 44.2 billion riyals in 2025.
The Kingdom is witnessing a growing presence of French companies, with 651 investment licenses distributed across 18 sectors, coinciding with the continued momentum of foreign direct investment in the Kingdom, which saw inflows of about 23.9 billion riyals during the first quarter of 2026, growing by 2.4% year-on-year. The Kingdom provides a stable regulatory, economic, and financial environment, while clear developmental plans offer investors greater clarity regarding the economy’s trajectory and prospects. Strong economic fundamentals support the continuity of implementation, especially as long-term policies enhance the clarity of growth prospects for investors.
Saudi Vision 2030 reinforces economic diversification as a long-term national priority, and the national investment strategy aims to stimulate and attract investments, while sectoral strategies open opportunities across value chains.
