In a move reflecting the Kingdom of Saudi Arabia's commitment to providing the best services to visitors of the Two Holy Mosques, the Saudi Red Crescent Authority in Madinah signed a strategic memorandum of understanding with the Health Services Association for Pilgrims and Visitors to the Kingdom. This agreement aims to enhance joint cooperation and integrate efforts in the fields of emergency medical services and volunteer work, directly contributing to improving the quality of healthcare services provided and accelerating response times to emergencies in one of the most important Islamic cities, which experiences high population density throughout the year.
The historical and national context of serving visitors to the Prophet's Mosque
Historically, since its founding, the government of the Kingdom of Saudi Arabia has placed great importance on the health and safety of pilgrims, Umrah performers, and visitors. This partnership is an extension of the “Serving the Guests of God” program, one of the most important programs of the Kingdom’s Vision 2030, which aims to bring about a qualitative leap in the Hajj and Umrah experience. Emergency medical services in Madinah are a fundamental pillar for ensuring the peace of mind of visitors, especially during peak times and religious seasons, which require maximum readiness to deal with any health emergency that may occur in the vicinity of the Prophet’s Mosque and historical sites.

Dr. Ahmed bin Ali Al-Zahrani, Director General of the Saudi Red Crescent Authority branch in Madinah, explained that this memorandum comes within the framework of the Authority's ongoing efforts to strengthen community partnerships and enhance integration with relevant entities. He emphasized that this cooperation serves the goals of the Kingdom's Vision 2030, specifically regarding the development of the health and ambulance services sector and the advancement of the Quality of Life Program, by providing a safe and sustainable health environment for all.

The areas of cooperation between the two parties include a range of vital initiatives, most notably supporting ambulance and rescue operations and enhancing joint coordination in rapid response to emergencies. The agreement also focuses on enabling volunteers to participate effectively in field operations in accordance with internationally approved medical protocols. To ensure the competence of personnel, specialized and intensive training programs will be implemented in the fields of first aid and emergency management, creating a broad base of qualified paramedics capable of handling various scenarios.

Therefore, the memorandum included unifying communication channels between the field teams of both entities and maximizing the use of available human and technical resources.
