He added that the negotiations themselves may have run their course and were no longer making any tangible progress on the ground.

Stupp emphasized that the American negotiators had done their utmost to bridge the gaps, but the core of the disagreement now revolves around complex regional issues, most notably the status of Donetsk and the disputed territories in eastern Ukraine. He stressed that the major obstacle lies in the lack of genuine will on the part of the Russian leadership to engage in a serious peace process.

Commenting on these developments, Ukrainian President Volodymyr Zelensky, after meeting with his negotiating team returning from Washington, stated: “Unfortunately, there is still absolutely no progress.” Zelensky added unequivocally that “Russia is unwilling to commit to the peace process,” reflecting the extent of the gap and the lack of trust between the two sides.
