
100,000 riyal fine and deportation: Strict penalties for violators of Hajj regulations
The penalties are as follows:
First: A fine of up to (20,000) riyals shall be imposed on each of the following:
1- Anyone who catches someone performing or attempting to perform Hajj without a permit.
2 - Anyone who holds any type of visit visa, or attempts to enter or stay in the city of Mecca and the holy sites, starting from the first day of Dhu al-Qi’dah until the end of the 14th day of Dhu al-Hijjah.

Second: A fine of up to (100,000) riyals shall be imposed on anyone who:
1- Applies for a visit visa of any type for a person who performs or attempts to perform Hajj without a permit, or enters or remains in the city of Mecca and the Holy Sites, starting from the first day of Dhu al-Qi'dah until the end of the fourteenth day of Dhu al-Hijjah. The fine shall be multiplied according to the number of persons for whom a visit visa of any type was issued, and who performed or attempted to perform Hajj without a permit, or entered or remained in the city of Mecca and the Holy Sites.
2- Transports or attempts to transport holders of visit visas with the aim of bringing them to the city of Mecca and the Holy Sites, starting from the first day of Dhu al-Qi'dah until the end of the fourteenth day of Dhu al-Hijjah.
3 - Anyone who harbors or attempts to harbor holders of visit visas of all types in any place designated for accommodation (hotels, apartments, private residences, shelters, pilgrim housing sites, etc.), or conceals them, or provides them with any assistance that leads to their staying in the city of Makkah and the holy sites, starting from the (first) day of Dhu al-Qi’dah until the end of the (14) day of Dhu al-Hijjah. The fines are multiplied according to the number of violators who are harbored, concealed, or provided with assistance.
Third: Deporting residents and those who overstay their visas for Hajj to their countries of origin and banning them from entering the Kingdom for (10) years.
Fourth: Requesting the competent court to order the confiscation of any land transport vehicle proven to have been used to transport holders of any type of visit visa to the city of Mecca and the Holy Sites, starting from the first day of Dhu al-Qi'dah until the end of the fourteenth day of Dhu al-Hijjah, provided that the vehicle was owned by the transporter, the contributor, or the accomplice.
Instructions regulating the performance of Hajj
The Ministry affirmed the right of anyone against whom a penalty decision is issued to appeal within a period not exceeding (30) days from the date of being notified of the decision to the relevant committee, and to challenge the committee's decision before the Administrative Court within (60) days from the date of being notified of the decision.
It urged citizens, residents, and holders of all types of visas to adhere to the regulations governing Hajj performance, to avoid exposing themselves to penalties, and to report violators by calling (911) in the Makkah region.
