Makkah's economy grows by 129%: The private sector is leading the transformation in line with Vision 2030

Exceptional growth reflects the economic transformation of the Holy City

Private sector establishments in Makkah have recorded exceptional growth exceeding 129% since 2020, a clear indicator of the accelerating pace of economic transformation underway in the holy city. This achievement is a direct result of the integrated development strategies stemming from the Kingdom's Vision 2030, which aims to diversify the economic base and strengthen the role of the private sector as a key driver of growth and sustainable development.

According to a recent report issued by the Makkah Center for Information and Economic Studies at the Makkah Chamber of Commerce and Industry, entitled “The Makkah Economy: The Pulse of Business in the Holy Capital,” this qualitative leap is driven by an accelerating economic movement, a remarkable expansion in commercial and investment activities, and growing confidence among entrepreneurs and investors in the local market.

General context: Vision 2030 as an engine for change

Historically, Makkah’s economy has been closely tied to the religious seasons of Hajj and Umrah. However, the Kingdom’s Vision 2030 has launched a structural transformation aimed at building a more sustainable and diversified economy. The Vision seeks to maximize the benefits of Makkah’s unique religious status and transform it into a global economic and logistical hub that attracts investments year-round. Empowering the private sector is a cornerstone of this strategy, through providing an attractive business environment, streamlining regulatory procedures, and opening new sectors for investment.

A structural shift from seasonality to sustainability

The report explained that the region's economy is undergoing a radical transformation from a seasonal model to one based on diversification and integration of sectors. Religious tourism, hospitality, retail, and logistics are driving this growth, supported by the emergence of promising sectors such as the digital economy, technology services, and entrepreneurship. Makkah's status as a destination for millions of pilgrims annually creates sustained demand for various economic activities, making it a fertile ground for investment in the food, transportation, housing, and support services sectors.

The importance of the event and its expected impact

This enormous growth in the number of private establishments carries important strategic dimensions on various levels:

  • Locally: It directly contributes to creating thousands of quality jobs for the sons and daughters of the region, raises the quality of life, promotes urban development, and expands the city’s economic base to include innovative activities.
  • Regionally and internationally, this enhances the Kingdom's position as a leading regional hub for business and tourism. Furthermore, developing infrastructure and services in Mecca to accommodate economic growth directly serves the Kingdom's goal of welcoming 30 million Umrah pilgrims by 2030, solidifying its leading role in serving the Muslim world and attracting foreign direct investment.

Improving the business environment and the role of small and medium enterprises

The report indicated that this growth reflects a tangible improvement in the business environment, resulting from a package of enabling measures that included developing regulations and legislation, streamlining business establishment and operation procedures, and expanding e-services. In addition, major infrastructure projects played a vital role in enhancing the city's readiness to accommodate this expansion. Small and medium-sized enterprises (SMEs) are the backbone of this growth, contributing to broadening the economic base, increasing innovation rates, and providing diverse job opportunities, benefiting from government support and empowerment programs aimed at strengthening their sustainability and linking them to major investment opportunities.
