Guterres stressed the importance of prioritizing dialogue and diplomatic solutions, emphasizing unequivocally that the current critical juncture necessitates, more than ever, adherence to international law as the only way to prevent further military escalation that threatens the security and stability of the entire region.
The importance of adhering to Security Council resolutions
In a statement, the Secretary-General stressed the paramount importance of implementing all Security Council resolutions without exception. In this context, he emphasized the need to respect Resolution 2817, which stands as a cornerstone of the Security Council’s support for the territorial integrity, national sovereignty, and independence of the Kingdom of Saudi Arabia, the United Arab Emirates, the Kingdom of Bahrain, the Sultanate of Oman, the State of Qatar, the State of Kuwait, and the Hashemite Kingdom of Jordan. This resolution included a strong and unequivocal condemnation of Iranian attacks targeting the territories of these countries, as well as the repeated attacks on residential areas and civilian infrastructure, which constitute a flagrant violation of international humanitarian law.
The historical context of the United Nations' role in the region
Guterres's remarks come within a long history of UN efforts to establish peace in the Middle East. Historically, international law as the primary framework for resolving regional conflicts, with the UN repeatedly intervening through its envoys and Security Council resolutions to defuse crises. This call is all the more crucial today, as international interests are intertwined with local conflicts, making any escalation a direct threat to international peace and security. The UN has consistently emphasized that disregarding international laws and conventions exacerbates humanitarian crises and destroys infrastructure.
The expected impact of adhering to international law
Regionally, compliance with Security Council resolutions would provide a protective umbrella for Arab and Gulf states, ensuring their sovereignty is not violated and the lives of their civilians are not endangered. Furthermore, halting attacks on civilian infrastructure contributes to societal stability and supports economic development. Internationally, the stability of the Middle East is a paramount global interest, given the region's strategic location and its direct impact on international shipping lanes and global energy markets. Guterres' warnings serve as a wake-up call to the entire international community, urging it to unite in upholding international law and activating diplomatic mechanisms to avert the repercussions of a large-scale regional war, the catastrophic effects of which could extend to the global economy and human security everywhere.
