Officially: Scooter rentals without an operating card are prohibited in Saudi Arabia

The Public Transport Authority in Saudi Arabia has announced the start of a crucial regulatory phase for the light transport sector, specifically concerning the rental of regular bicycles and electric scooters. This move comes as part of the Authority's efforts to regulate the quality of services provided and improve public safety on roads and in areas designated for these vehicles. Obtaining an operating permit for each bicycle or scooter has become a mandatory requirement for engaging in this activity.

This decision comes at a time when the micromobility sector is experiencing rapid growth in Saudi cities, driven by the goals of Vision 2030, which focuses on improving quality of life and diversifying transportation options. Relevant authorities are working to integrate light transport into the public transportation system to reduce traffic congestion and lower carbon emissions. To achieve this, it was necessary to move from a phase of haphazard expansion to one of precise institutional regulation that guarantees both the rights of investors and the safety of users.

Technical specifications and mandatory compliance

In detail, the Acting President of the Public Transport Authority, Dr. Rumaih Al-Rumaih, issued a decision approving the technical guide for specifications and equipment for bicycles and scooters used in rental activities. The updated executive regulations, specifically Article Fourteen, mandate that all service providers obtain a separate operating permit for each unit offered for public use. This measure aims to ensure that every vehicle operating on public roads conforms to standard specifications regarding brakes, lighting, and tracking systems, thus preventing the use of dilapidated or unsafe equipment.

The role of chambers of commerce and the corrective period

In response to this decision, the Eastern Province Chamber of Commerce, based on a letter from the Federation of Saudi Chambers, circulated the new instructions to all members and investors in the sector. The Chamber stressed the need for immediate compliance with the new requirements to ensure the smooth continuation of business operations and avoid legal violations. This move is based on the Land Transport Law issued by Royal Decree, which serves as the legislative framework for regulating the sector.

The authority stressed that the electronic portal dedicated to licenses is available to receive applications, confirming that this regulation will create an attractive and safe investment environment, and protect the market from unfair competition that may be caused by unregulated operators, thus enhancing users’ confidence in relying on scooters and bicycles as an effective means of daily transportation.
