Anti-dumping duties on ceramic and porcelain imports extended for 5 years

The Technical Secretariat for Combating Harmful Practices in International Trade of the Gulf Cooperation Council announced the continuation of imposing final anti-dumping duties on imports to the GCC countries of ceramic and porcelain tiles originating from or exported from the People’s Republic of China and the Republic of India, for an additional five years, starting from May 28, 2026.

The investigation revealed that dumping from the People’s Republic of China and the Republic of India continued during the review investigation period, and that there was no possibility or indication that the dumping practice by producers and exporters in China and India of the product under review would cease in the future.

The Secretariat explained that it became clear that, as a result of the attractiveness of the Gulf market and the availability of large production capacity in China and India, if the final anti-dumping duties were terminated, there would likely be a significant increase in imports from China and India at dumped prices and an increase in their market share, which would cause the continuation or repetition of the reduction, suppression, or price differential in relation to the selling prices of Gulf industry.

She explained that, given the possibility of lower import prices from China and India within the Gulf market if the final anti-dumping duties are terminated, the Gulf industry will be forced to reduce selling prices even further in order to maintain its share in the Gulf market, which will negatively affect its financial and economic situation and lead to the continuation or recurrence of material damage.

She added that, as a result, it became clear to her that material damage could continue or be repeated as a result of dumped imports originating from or exported from China and India if the final anti-dumping duties were terminated.
