The Board of Grievances: Digital privileges for the elderly and people with disabilities
A pioneering step towards facilitating digital litigation
In a pioneering step reflecting the Kingdom of Saudi Arabia's commitment to developing its judicial system, the Board of Grievances the launch of a new package of digital benefits through its "Moeen" electronic platform. This initiative aims to facilitate digital litigation procedures for two valued segments of society: the elderly and people with disabilities, ensuring they can pursue their cases independently, easily, and conveniently.
General context and digital transformation in the judiciary
This step comes within the framework of the comprehensive digital transformation the Kingdom is witnessing, in line with the objectives of Saudi Vision 2030, which emphasizes the importance of harnessing technology to serve humanity. The Board of Grievances, as an independent administrative judicial body, has made significant strides in recent years by converting all litigation procedures from the traditional paper-based system to a fully integrated digital system. This transformation has not only accelerated the pace of work but has also extended to making technological services more accessible to everyone without exception, thus achieving the principle of swift justice and equal opportunities before the courts.
Details of the new digital privileges
The Judicial Operations Management Center at the Board of Grievances clarified that the new privileges grant absolute priority in processing requests and services for senior citizens over the age of 65. This package includes services tailored to beneficiaries, as well as informative and smart assistance that appears as soon as age is disclosed and officially verified through the approved systems.
Furthermore, the Diwan revealed the availability of assistive digital tools on its website specifically designed for people with disabilities. These tools allow users to customize the screen interface, adjust colors to suit their visual needs, and enlarge fonts to facilitate reading and access to information.
Support for the deaf and hard of hearing
In a humanitarian and technologically advanced initiative, the Board of Grievances announced the launch of the "Isharat" tool, specializing in sign language interpretation. This tool aims to empower the deaf community to access litigation services independently, without the need for an intermediary. A proactive option, "Is the party deaf?", has also been activated during the filing of a lawsuit to alert judicial departments and facilitate legal procedures and effective communication with this community from the outset.
Importance and expected impact locally and internationally
Domestically, this initiative contributes to enhancing quality of life and implementing the highest human rights standards by seamlessly integrating people with disabilities and the elderly into the justice system. Regionally and internationally, these steps position the Saudi administrative judiciary among the world's leading judicial institutions that adopt artificial intelligence and assistive technologies.
The Board of Grievances confirmed that this advanced system incorporates innovative ideas inspired by the outcomes of the "Judicial Intelligence Hackathon" held last February. All these high-quality efforts contribute to achieving global leadership in administrative justice and providing a model to be emulated in harnessing technology to serve justice and improve the user experience.
