Launch of the Emergency Medical Volunteer Framework in the Two Holy Mosques: Requirements and Application Link

The General Authority for the Care of the Two Holy Mosques announced today the launch of the "Ambulance Volunteer Framework" for national societies, in strategic partnership with the Saudi Red Crescent Authority. This initiative is part of ongoing efforts to develop the services provided to visitors of the Two Holy Mosques and ensure a healthy and safe environment that enables them to perform their rituals with ease and peace of mind.
Strengthening the volunteer work system in line with Vision 2030
This step is of paramount importance as it aligns with the objectives of the Kingdom's Vision 2030, specifically the "Serving the Guests of God" program and the "National Transformation Program," which aims to reach one million volunteers annually in the non-profit sector. Volunteer work in the Two Holy Mosques is among the noblest fields, where governmental and private efforts combine to provide the highest quality services to visitors, pilgrims, and Umrah performers. The new framework aims to institutionalize emergency volunteer work, transforming it from individual initiatives into organized, institutional work that adheres to the highest international standards of quality and safety.
Objectives of the regulatory framework and work mechanisms
The authority explained that this framework was designed to regulate volunteer emergency medical services within an integrated system that ensures standardized procedures and coordinated efforts among various volunteer organizations. The framework aims to enhance the efficiency of emergency medical response within the Two Holy Mosques and their courtyards, thereby contributing to reduced response times for emergencies—a crucial factor in safeguarding the lives and well-being of pilgrims, especially during peak seasons such as Ramadan and Hajj.
Participation requirements for associations and individuals
The authority has established a set of strict requirements to ensure the quality of services provided. Volunteer organizations must be officially accredited and registered with the relevant authorities in the Kingdom. Regarding individuals, the framework stipulates that the team must include licensed healthcare practitioners or those holding valid, accredited professional certifications, such as the Basic Life Support (BLS) certification for cardiopulmonary resuscitation. The authority also emphasized the necessity of full compliance with the protocols and instructions issued by the Saudi Red Crescent Authority and the General Authority for the Care of the Two Holy Mosques.
Responsibilities of associations and application process
The authority indicated that the participating ambulance associations will bear the responsibility of providing qualified manpower, in addition to the necessary medical and ambulance equipment, according to what is agreed upon in advance with the Saudi Red Crescent Authority, to ensure the full readiness of the field teams in various climatic and operational conditions.
The Authority invites all volunteer associations wishing to have the honor of serving and participating in this national project to submit a formal application including team details, specific areas of expertise, proposed areas of work, and lists of members' names, via the designated email address: Gphv@gph.gov.sa .
