The Shura Council calls for monitoring and combating the illegal use of artificial intelligence

Shura Council

The Council issued a resolution regarding the contents of the annual report of the Saudi Authority for Data and Artificial Intelligence for the fiscal year 1446/1447 AH, in which it called on the Authority to promote the development of the data and artificial intelligence market and to expedite the issuance of licenses regulating it, in order to stimulate investment and increase the sector’s contribution to the gross domestic product.

The council made its decision after listening to the viewpoint of the Transportation, Communications and Information Technology Committee, which was read by council member and committee chairman Issa Al-Otaibi, regarding the members’ observations and opinions expressed in a previous session concerning what was included in the annual report of the Saudi Authority for Data and Artificial Intelligence.

Spending efficiency

In its resolution, the Council called upon the Authority to develop mechanisms that enhance the financial sustainability and economic impact of its products and services, and to improve its operational efficiency in order to achieve efficient spending.
The Council also urged the Authority to coordinate with relevant entities to develop a mechanism for monitoring and combating the illicit uses of artificial intelligence, particularly deepfakes and digital disinformation, thereby strengthening trust in the digital environment.

Government data quality

In the same resolution, the Council also called on the Authority to coordinate with relevant parties to govern and improve the quality and integration of government data, and to unify the mechanisms for measuring its reliability and exchanging it between parties, in order to enhance the efficiency of decision-making.

In the same context, the Council issued a decision regarding what was included in the annual report of the Ministry of Transport and Logistics for the fiscal year 1446/1447 AH, in which it called on the Ministry to study the establishment of additional land routes and railways to connect the parts of the Kingdom, in order to enhance the integration and efficiency of the transport system.

Transportation system

The Council made its decision after hearing the views of the Transportation, Communications, and Information Technology Committee, presented by the Committee Chairman, regarding the observations and opinions expressed by members in a previous session concerning the Ministry of Transport and Logistics' annual report.
In its decision, the Council called upon the Ministry to coordinate with relevant entities to develop a strategic plan to ensure the continuity of supply chains and logistics services during various types of emergencies.
The Council also urged the Ministry to review its existing building lease agreements, work to reduce costs, and explore alternative options to achieve efficient spending. Finally,
the Council requested the Ministry to expand private sector involvement in transportation and logistics activities.

e-learning

The Council also issued another resolution during this session calling on the National Center for E-Learning to coordinate with relevant entities to develop its policies and regulations for the transition from an e-learning framework to a comprehensive digital education system.
The Council made its decision after hearing the views of the Education and Scientific Research Committee, presented by Council Member and Committee Chairman Nasser Tayran, regarding the members' observations and opinions expressed in a previous session concerning the National Center for E-Learning's annual report for the fiscal year 1446/1447 AH.
In its resolution, the Council urged the Center to expand its adoption of emerging technologies and integrate them into the digital education system to enhance its quality and keep pace with rapid technological advancements.

Digital education

The Council affirmed in its resolution that the National Center for E-Learning must enhance its standing on the global digital education map by leveraging international standards and indicators in the field.
The Council also requested the Center to develop a comprehensive institutional communication strategy to raise awareness of its initiatives and outcomes within the community, thereby maximizing their impact.

Modern endowment products

The Council also issued another resolution during the session regarding the General Authority for Endowments' annual report for the fiscal year 1446/1447 AH. In this resolution, the Council called upon the General Authority for Endowments to expand its innovation and development of modern endowment products that are flexible and adaptable to demographic, economic, and digital changes.

The Council's resolution also called upon the General Authority for Endowments to coordinate with relevant entities to study the establishment of an index to measure the impact of endowments.

Improving the quality of outputs

In the context of the decisions issued during this session, the Council requested the National Center for Social Studies and Research to conduct a comprehensive review of its strategic performance indicators and initiatives, and to develop them in a way that contributes to raising the efficiency of performance measurement and improving the quality of outputs.

In its resolution, the Council called upon the Center to develop the Journal of Social Research and Studies within its strategic objectives by adopting qualitative indicators, initiatives, and standards to raise the quality of published research according to international standards, thereby supporting the journal's inclusion in global databases.
The Council also urged the Center to prepare a national and methodological framework for managing social research priorities and to update it periodically based on the analysis of social indicators and data, ensuring its quality and positive impact on social development.

In the same vein, the Council issued another resolution regarding the annual report of the National Center for the Development of the Non-Profit Sector for the fiscal year 1446/1447 AH. The resolution called upon the National Center for the Development of the Non-Profit Sector to coordinate with relevant entities to expedite the development of clear procedures, supported by appropriate incentives, to enhance the growth of the non-profit sector and enable it to perform its role effectively.
The Council made its decision after considering the views of the Human Resources and Social Development Committee regarding the observations and opinions expressed by members in a previous session concerning the contents of the National Center for the Development of the Non-Profit Sector's annual report.
The Council's resolution also urged the Center to work on promoting innovation in donation channels by developing existing platforms and creating digital solutions that support the financial sustainability of the non-profit sector.

Global Environmental Funds

In another resolution issued during this session, the Shura Council called on the Environment Fund to adopt and implement international standards adopted by global environmental funds.
The Council made its decision after hearing the views of the Water, Agriculture, and Environment Committee, presented by Council member and Committee Chairman Khalid Zubair, regarding the observations and opinions expressed by members in a previous session concerning the Environment Fund's annual report for the fiscal year 1446/1447 AH.
In its resolution, the Council also called on the Fund to study the possibility of financing specialized research centers to conduct research on the genetic modification of non-fruit-bearing native trees in order to enhance their carbon dioxide absorption.

Waste management

In the same context, the Council issued another resolution regarding the National Center for Waste Management's annual report for the fiscal year 1446/1447 AH, requesting the Center to coordinate with relevant authorities to provide it with all accurate data and information related to the waste management value chain.
The Council made its decision after considering the views of the Water, Agriculture, and Environment Committee regarding the observations and opinions expressed by members in a previous session concerning the National Center for Waste Management's annual report.

Effective partnerships

In its resolution, the Council called on the center to establish effective partnerships with influential individuals and media institutions to deliver its awareness messages to a broad audience in a way that resonates with the public.
The Council also discussed the Saudi Space Agency's annual report for the fiscal year 1446/1447 AH during this session, after hearing a report submitted by the Transportation, Communications, and Information Technology Committee, presented by Council member and Committee Chairman Issa Al-Otaibi, regarding the contents of the Agency's annual report.

Absorbing national talents

Following the presentation of the committee's report, members of the council expressed several observations and opinions regarding the Saudi Space Agency's annual report. Council member Yasser Hafez urged the Saudi Space Agency to develop a comprehensive strategy that integrates specialized partnerships, media coordination, and the recruitment of national talent, particularly graduates from astronomy and space science departments at universities, to support and advance this strategy.

Following the presentation of the committee's report, members of the Shura Council offered several observations and opinions regarding the National Debt Management Center's annual report. Council member Muflih Al-Qahtani urged the center to develop a national framework for measuring debt efficiency and linking increased borrowing to economic and productive returns, while maintaining debt at safe and sustainable levels.
Council member Faisal Al-Bawardi called on the National Debt Management Center to review and develop its performance indicators and initiatives, linking them to approved strategic objectives, thereby contributing to measuring the center's progress toward achieving its strategic goals.

Integrated economic system

In another intervention on the report, Shura Council member Khalid Al-Saif called for debt management to be part of an integrated economic system that balances financing government needs, stabilizing financial markets, and protecting credit directed to the private sector, thereby contributing to enhancing the efficiency and sustainability of the national economy.

During this session, the Council also discussed the annual report of the National Center for Measuring the Performance of Public Agencies for the fiscal year 1446/1447 AH, after hearing a report submitted by the Human Resources and Social Development Committee, presented by Council member and Committee Chairman Abdullah Al-Tawi, regarding the contents of the Center's annual report.

Comprehensive national index

Following the presentation of the committee's report, members of the Shura Council expressed several observations and opinions regarding the annual report of the National Center for Performance Measurement of Public Entities. Council member Abdullah Al-Najjar called on the National Center for Performance Measurement of Public Entities to develop a comprehensive national index for measuring the institutional maturity of government entities, using flexible and adaptable methodologies that align with the nature of government agencies and their varying roles and responsibilities.
Council member Issa Al-Otaibi, for his part, urged the Center to develop a sustainable digital system for exchanging best local and international experiences and practices in measuring, managing, presenting, and analyzing government performance, in partnership with relevant entities.

Planning activity controls

For his part, Shura Council member Abdulrahman Al-Jabr emphasized the importance of the center's work in aligning strategic plans across different levels and developing regulations to govern planning, measurement, and performance management activities in the public sector.
In another comment on the report, Shura Council member Abdulaziz Al-Maliki called on the center to review and develop the guide for preparing reports for public entities, transforming it into a strategic guide that focuses on qualitative impact and added value.

Performance indicators

For her part, Shura Council member Mona Al-Fadhli inquired about the center's evaluation mechanism regarding opportunities available to public agencies in cases where investment is hindered due to the need for regulatory empowerment that contributes to raising performance indicators and achieving strategic objectives.

Council Member Salem Al-Jarbu' called on the Equestrian Club to coordinate with relevant authorities to expand the establishment and support of equestrian fields and clubs in outlying regions and governorates, and to enhance community and awareness programs to promote equestrian culture and attract national talent.

Motivational program

In the same context, the Council discussed during this session the annual report of the Saudi Red Sea Authority for the fiscal year 1446/1447 AH, after listening to a report submitted by the Culture, Sports, and Tourism Committee regarding the contents of the Authority's annual report.
Following the presentation of the Committee's report, Council members expressed several observations and opinions on its contents. Council member Sarah Qasim called on the Saudi Red Sea Authority to coordinate with relevant entities to develop an incentive program for investment in coastal areas, thereby enhancing investment attractiveness and promoting private sector participation.

Coastal assets

For his part, Shura Council member Hani Abu Ras called on the Saudi Red Sea Authority, in coordination with relevant bodies, to establish a national authority that classifies coastal assets according to their strategic value and defines criteria for their long-term utilization.
In another intervention on the report, Shura Council member Aisha Arishi urged the Authority to coordinate with relevant bodies to develop a clear governance framework with entities whose work overlaps with its own, ensuring no duplication of procedures.
