Three killed by heavy rains and floods in southern Russia

The ministry said that "water levels rose after heavy rains, causing further flooding in streets and residential areas."
It stated that "unfortunately, two people, including a child, were killed" when floodwaters submerged a highway and caused two cars to overturn. It added that another person died in a landslide.

Some water purification plants in the region had to be shut down due to power outages, according to local authorities.
The ministry explained that thousands of rescue workers are continuing their efforts amid forecasts of heavy rainfall.
Dagestan experienced severe flooding last week, causing widespread power outages and forcing authorities to declare a regional state of emergency.
