Five residents were arrested for violating Hajj regulations in Mecca during the year 1445 AH
Makkah police announced the arrest of five Egyptian residents for blatantly violating Hajj regulations in Saudi Arabia. Their violation consisted of entering and remaining in the holy city of Makkah to perform Hajj rituals without obtaining the necessary official permit. Furthermore, they documented and posted this violation on social media platforms, a show of bravado that led to their tracking and arrest.
General context of Hajj regulations
This incident comes amidst the intensive efforts of the Saudi Arabian government to ensure a safe and orderly Hajj season for the millions of Muslims who flock to the holy sites annually. The rigorously enforced Hajj permit system is a cornerstone of the strategy for managing such massive crowds. These regulations aim to prevent overcrowding and severe congestion in the holy sites (Mina, Muzdalifah, and Arafat), which could lead to tragic incidents, and ensure that all registered pilgrims receive high-quality essential services, including accommodation, healthcare, transportation, and sustenance.
The importance and impact of the procedures
Implementing these regulations is not merely an administrative procedure; it is a security, health, and logistical necessity. Domestically, adherence to the permit system contributes to a smooth and safe Hajj experience for pilgrims and protects infrastructure and services from the immense pressure that unregistered pilgrims could cause. Internationally, the Kingdom's successful organization of the Hajj reinforces its position as a leader of the Islamic world and custodian of the Two Holy Mosques, and reassures countries sending pilgrims about the safety of their citizens.
Public Security has repeatedly emphasized that the “No Hajj Without a Permit” campaign is primarily aimed at ensuring the safety of the pilgrims themselves. It clarified that the penalties for violating these regulations are strict, including a fine of 10,000 Saudi Riyals for anyone found in the holy sites without a Hajj permit, whether a citizen or resident. In the case of violating residents, they will be deported to their home countries and banned from re-entering the Kingdom for periods determined by law.
The five residents were detained and legal measures were taken against them, while the Public Security renewed its call for everyone to adhere to the regulations and instructions of Hajj, urging citizens and residents to cooperate with the concerned authorities and report any violations via the designated numbers (911) in the regions of Makkah, Riyadh and the Eastern Province, and (999) in the rest of the regions of the Kingdom, to ensure the security and safety of the guests of God.
