Al-Alimi orders the closure of illegal prisons in southern Yemen
In a pivotal step aimed at extending state authority and strengthening the rule of law in the liberated governorates, Dr. Rashad Al-Alimi, Chairman of the Presidential Leadership Council in Yemen, issued strict and urgent directives to close all illegal prisons and detention centers that are not subject to the authority of the Public Prosecution and the judiciary, and to work to end the file of arbitrary arrests and enforced disappearances.
These presidential directives come at a sensitive time for the interim capital Aden and the southern governorates, as the new political leadership, represented by the Presidential Leadership Council, seeks to normalize the security situation and unify military and security decisions under the umbrella of the Ministries of Interior and Defense, in implementation of the outcomes of the Riyadh consultations and the political agreements concluded to unify ranks in the face of current challenges.
A complex security context and historical challenges
To understand the significance of this decision, one must consider the historical and security context that emerged following the outbreak of war in 2015. The southern governorates, particularly Aden, witnessed the formation of numerous security and military units with multiple loyalties and leaderships, leading to the emergence of detention centers operating outside the control of the official state. This duality of security authorities complicated the human rights and legal landscape and drew widespread criticism from local and international human rights organizations.
Strengthening the human rights and justice file
The issue of secret and unofficial prisons is one of the most complex challenges facing the internationally recognized Yemeni government in recent years. UN and human rights reports have documented cases of arbitrary detention in facilities not under the supervision of the Public Prosecutor's Office. Therefore, Al-Alimi's decision is of paramount importance, as it represents a response to urgent human rights demands and a necessary step toward restoring public trust in state institutions and ensuring that personal freedom is guaranteed by law and cannot be restricted except by official judicial orders.
Political dimensions and unifying the home front
On the political front, this decision carries profound implications for the Presidential Leadership Council's efforts to end the institutional division. Closing illegal prisons effectively undermines any armed groups operating outside the state's authority and compels all factions to integrate into the official structures of the Ministry of Interior. This measure is a cornerstone for the success of the transitional phase, as economic and political stability in the interim capital, Aden, cannot be achieved without a unified and disciplined security apparatus that respects international laws and conventions.
In conclusion, this directive represents a real test of the Presidential Leadership Council’s ability to impose its authority and implement its decisions on the ground, which will strengthen the legitimate government’s position before the international community and donors, and establish a new phase of institutional stability in Yemen.
